CHULA VISTA — Trying to be more welcoming to developers, the Chula Vista City Council has streamlined the sometimes frustrating process builders must have to go through before construction can begin. In exchange, the city has set up a new notification system that will alert the public via e-mail about development applications and keep them apprised during the process. The public can sign up for the notification system on the Development Services page of the city’s website. The system, adopted Tuesday, was a compromise to changes that will make application process less of a hassle for developers. Previously, developers wanting to appeal a decision of the Planning Commission or the Design Review Board would have to make a deposit of $7,000 with the city. Under the new rules, the developer will have to pay only an initial filing fee of $300.
